yea thats the thing, there is different levels of civvie compliance based on what level they're on, like civvies at the gas station comply reliably (both as they fear for their lives and as the tutorial level thing). civvies on elephant comply muuuuchhh less since they're worried about staying in place

Like yea technically the objectives are really similar in nature, but that's like saying horror films are lame cus they often have a scary monster that you hide from and escape/kill and so are all identical and boring. In a meta narrative way, that's fine though. In the games it's a intentional disconnect between the extra-ordinary lives of your MCs and the relatively ordinary open world.
You also ensure that you have control of your players eyes so you can curate what they're looking at and how they're doing it.

well for instance, there are several missions where you have to aqquire, and hide wagons of explosives, and materials, ect. but rather than being able to find a place thats actually hidden, you have to drive the wagon to a specific spot that rockstar wants you to take it to. alot of missions dont really have this problem, and the linear-ness of them actually works fine, but for little things like this it just seems a little boring, i feel like i should be able to figure stuff like that out on my own

Yah I get that, and it's a valid gripe against a type of game, but my point is that for the most part rdr2 isn't trying to be the kind of game that let's you choose where to place barrels, store wagons etc. Instead it focuses (in the context of it's missions) on a specific order of events that happen, being recreated to you like a traditional story. Where they sprinkle in elements of free will is up to the creative direction of the story writers, not a shortcoming of game design.
