Engagements need to be dangerous though. This is why I liked 1.0 early on. You would get one shot at times. Now we tank a stupid amount of damage. But slowing down the game while retaining armor at its current value is ass. The game overall becomes easier and easier. Or just give us some kind of difficulty setting.

Like at most a 5 minute delay before the suspect begins to hunt you down. But perhaps they shouldnt always make the suspect aggressive. I think its reasonable to have the suspect decide to surrender at times since you've taken care of all his friends

I've said it a lot but one thing they desperately need is firing patterns for suspects, less experienced suspects are more likely to spray at you in full auto with little accuracy while running around, not super likely to hit you but enough lead down range to make you want to take cover
while more experienced suspects move a bit slower and take cover more often firing controlled semi auto shots thats are way more accurate and as such more deadly.
and then burst fire being an in-between, less accurate than semi auto shots but more accurate than full auto firing
