Part of the replay value was putting more enemies in a small map and dealing with the chaos

Some behavioral changes would be really cool too. Once you engage with a suspect, they're either 100% aggro or have surrendered. It'd be cool if they can run away and their aggro resets so you're not just on a manhunt to kill them
