What are the differences between stingers and flashes?

Well flashbangs blind and disorient them while stingers just kinda "stun" them, both do kinda the same thing overall tho.

I typically use stingers when in more direct combat or when there is a larger group close together in a room.

Flashbangs don't deal meaningful damage and have a 10m radius + their disorientation effect can be lessened by flash goggles.

Stingers have a 12m radius, and deal a small amount of damage, but cannot have their effects lessened by gear.

Stingers are generally just "better" but will bounce and roll more than flashbangs because of their shape.

Stingers are also harder to thread through cracked doors

Yes, you have command them to hold position or cover. Don't let them go in if the area is not clear, they will arrest a civ as a priority automatically which most of the cases is not the best decision.
As an alternative, you can order the civilian to get near to you, and proceed to arrest without getting your team all the way to the wide open area.
