My personal advice is to only go to C-D road if you're an expert driver and you're ready for some adventure and, of course, some fps drops... Otherwise, just driving around the Calais and Duisburg should be enough to encounter or pass by other players. Also, around this time, you may not see a lot of people since the majority of players are from the EU and US, leaving Asian region players, so 4-5 hours from now, you should be able to see the servers getting populated as it will be morning/afternoon for other people.

If you want traffic in singleplayer then you have to enable the console and use the command g_traffic (1-10) depending on how much traffic you want.

nah console is for teleporting to lacation and to use other Commands. You have to Enable Developer Feature to use the Flycam

They probably need to be kicked out for the ban to take effect. They might or are banned, but just the game hasn't detected the ban yet. Just be patient, and one of the in-game mods will handle it.
