I actually read it's the opposite. When a shiny spawns in the nearby areas on load (which should be guaranteed on a sp 3 donut), it gives the quest.

Spoilers for DLC: ||I was able to defeat Rayquaza on my first go, and yeah it was harder but I can see why people can struggle against it. Main strategy was using Froslass with Icy Wind, Ice Beam and Blizzard in the first phase and used my starter Feraligatr to get through the second phase.||
