Could be. But at the same time I really like that this is a simple Pokémon. It's very nicely executed and doesn't have unnecessary features just because you can.
Eg you didn't make delta rayquaza whiskers out of bubbles or something.
So it has a disadvantage as a contest entrant, but for actually being in game being "bland" can be a huge benefit for fitting in
