Thinking about it more, you're right, it doesnt really make sense to prevent submissions before the contest announcement in this case considering that we have a very good idea about what the contest is about. If it was an out of left field, idk, metagross contest and you submitted a sprite to the gallery a month a go that wouldn't be fair to everyone else. But like, in this case everyone is mostly on the same playing field in terms of prep (unless you are one of the lycanroc gang and have been holding onto a sprite for months, which, to be fair, is the case )

its a weird issue. Having the rule about no sprites prior to announcement theoretically should give everyone the same amount of time to work on it

but the consistency of recent competitions make it awkward at the same time
