Bug is a shit offensive type, but extremely common because of U-Turn (Ferrothorn punishes U-Turn with Rocky Helmet instead)
Dragon is a solid offensive type, but only as STAB, and is somewhat common.
Steel is a weak offensive type but not extremely uncommon as defensive steels can use stuff like Iron Head or Gyro Ball so that they aren't too passive. Defensive steels are common.
Water is a strong offensive type that is common. You also gain SE hit against Water with Grass, with Water being strong defensively, but that's besides the point.
Electric is a solid offensive type that is somewhat common.
Grass is a bad offensive type, but used a decent amount as coverage against Water.
Do also note that Grass grants immunity to all Powder moves. This notably includes Spore.

I think overall Steel/Fairy might be better?

You can't gain EVs at level 100

This was why Arceus was locked to 100 EVs per stat in Gen 4

Nuzlocke rules are pretty varied, it's really your call in the end. For gen 2 I've given myself separate encounters for national park AND bug contest, just for fun Especially doesn't seem like an issue if you aren't going to use it. I've gotten softlocked before in 'lockes where I didn't have a mon that could use certain HMs so I had to use a dead mon or catch something and then just have it sit in the back of my party for field use only
