and normal doesn't need something else to resist it
i like having ice resist water, but i think instead of normal and electric, have it resist ground

In a vacuum that sounds good but the problem I found while doing this is that whenever I strengthen a type I weaken another

So I tried to make sure that whenever there was a change there would be a fair pull somewhere else

So if I was to add a resistance to ground I'd have to ask myself "does ground needs another type to resist it or is enough as it is?" and if the answer is no, it's balanced, for that change to happen I'd have to remove some other resistance to ground
