Admittedly it's mostly for the high attack and defense you get on evolving, but having a Flying Type on hand in case you get stuck on someone with a lot of Ground attacks is nice to have regardless of if you're in Modern or Classic

Kinda, yeah. The Fairy typing is fairly niche, especially in Classic where there are Poison types everywhere, but Clefairy has a massive move pool you can work with, access to Draining Kiss from the TM in Mt. Moon, and respectable Special stats. About the only downside to using Clefairy head specifically is that you miss out on Magic Guard, which is one of the best abilities in the game

Yep. There are some type combos that are just really good: Ghost and Normal, Fairy and Steel, Dark and Poison, etc.
Whereas there are some abilities that can turn out to be insane, or sometimes just removing an ability, like having a Slaking Fusion that gets rid of Truant
Don't get too married to a combo unless you've absolutely fallen in love with them during your first playthrough. There are hundreds of thousands of potential combos, including head/body flips, so sometimes all you need to do to go from "mediocre" to "take you to E4" is just swapping which Pokemon's the body and head.

That particular combo may start slow, but once you up to Golbat, whether or not you hold off on evolving Clefairy for learning moves, you'll have a fast mixed attacker who can handle practically anything. You can evolve Clefairy the second you find a Moon Stone, but that'll lock you out of learning a lot of their more unique moves later on since they use the Gen 5 move pool and thus Clefable doesn't have most of their unique moves tucked away in the Move Reminder

For the most part. There's just also much HIGHER potential for other Pokemon to become even better because their weaknesses can be made up for. For example, Starmie is one of the best Water-Types in Gen 1 because it's fast, hits hard, and is Water/Psychic. In IF, Cloyster can potentially be even better just by slapping a new head on it to fix its bad Special stats, thus turning it from just a tank into an M1 Abrams
