There isn't rly a definitive "best" to any fusion as it depends on the user. For Venusaur I personally like Chandelure / Venusaur with:
Solar Beam | Giga Drain / Shadow Ball | Calm Mind | Sunny Day. Use a Calm Mind, Then a Sunny Day, Then Giga Drain if you need some health, then have fun with +2 1 turn solar beam.

Just takes a long while of setup, I use either Big Root or Focus Sash if you're an items person.

Focus sash protects against if you get super effectively crit or sumn, big root allows giga drain to do more.
