There is a complex rule on it and I don’t know it by heart. But it is something like: the primary type of the body and the secondary type (or primary if no secondary type is present) of the head is the new type of the fusion. (The types might be backward but that’s the idea) gyarados is an exception and is not the only exception to this rule.
