If you had chosen the Helix Fossil first, you can get the Dome one on Cinnabar Island as a quest reward. You can also get Fossils as a rare drop from Rock Smash rocks. You can revive fossils in the Pewter City Museum, however the Fossil Machine is only available after you beat Lt. Surge.
