Oof, well you could technically wait until later game to settle on a fusion, but if you want something good right away, I would opt for Charizard-Steelix

It has a 4x ground weakness, but in return it has a lot of high defense, wider coverage, and can hit everything for neutral damage minimum

And there’s the beautiful move called Dragon Dance that Char learns later down the line
