when fusing it does take the average of their two base totals and then divides by 2

so essentially the higher base stat'd pokemon,
but if you also mean by what they carry as a head and as a body then- uhhh that you'd just prolly manually search

The highest BST fusions are probably Arceus fused with another legendary like Rayquaza or Mewtwo ig
