You can't do stats but you can do moves one of two ways

• Method 1: If you fuse a pokemon with another pokemon, when you unfuse it the other pokemon's moves will be available in the move reminder allowing you to have fully illegal movesets
• Method 2: Earn debug mode (I will do the debug tag after this post so you can know how to legally obtain the boots)

If you want an ability the pokemon can't normally learn, Debug mode is the only way

Magic Boots are an IN GAME reward for catching all 501 Pokemon in a non-randomized file (Dex number 1-501). After doing so, the Developer in Celadon will reward you with them. Putting them on will unlock DEBUG options that you can play with.
