Hey @kindred compass! Are you looking for Surf? The Surf HM can be found in Fuschia City's Safari Zone, Area 4! You can follow the path in the image above to get to a house. In there, a scientist will give you the Surf HM! You can only use Surf outside of battle if you have 6 Badges. You can also get its replacement item, the Surfboard, on Route 19, after getting 6 badges (and have the HM already).

Hey @kindred compass! Are you looking for Cut? The Cut HM is given to you by the captain of the S.S Anne! You can get an S.S Anne ticket from Bill at the end of Cerulean Cape, which is north of Cerulean. You'll then find the key to the Captain's cabin on the deck of the S.S Anne. You can also get its replacement item, the Shears, on the east path of Route 2 (only once you have the HM already). You can use Cut to access it from the west path of Route 2, or take Diglett's cave from Vermillion City to get to it!

If you have only pokemon randomized, you need to Reshuffle Wild Pokemon

This is done in the Pokemon Center -> Update Man (guy in black suit) -> Click Advanced Settings -> You will see the Reshuffle options

This will fix the issue going forward, but sprites already messed up you might have to fix yourself from the Pokedex.

When you lvl up pokemon WHILE they are fused, they lose their level

1. Have 2 lvl 5 pokemon
2. Fuse them
3. Used rare candies to make the fusion lvl 55
4. Unfused
5. Both are lvl 5 now

When you lvl up pokemon BEFORE they are fused, they keep their level

1. Have 2 lvl 5 pokemon
2. Use rare candies to make them both lvl 55
3. Fuse - they are lvl 53 fusion now
4. Unfuse
5. Both are lvl 55 again.
