since its weavile/shedinja, its ability is wonder guard, meaning u need to use supereffective moves, so only fairy will work since its dark/ghost

For the clouds you just need the tm strength and I think 5 gym badges and then you go into the cave below Mt. Moon's exit and then you go up and wait until Monday morning (skip time by using sleeping bag) and then the clouds appear for you to hop on

If they don't then just go inside of the observatory and then leave it and they should spawn

Hey @spiral remnant! Are you having trouble with the Pokéradar? You get it from the scientist in Cerulean City's Pokécenter. She gives you the Exp share as a quest reward there, and then will go to Route 24, where she will give you the radar.
When using it, make sure you have a repel active, or else you may only get regular encounters.
