Just some tips that might help; the frustration is ice type, due to its ability. you need to lead with something against their ace that can eat 1 of the frustrations.
Then set up a status on them; preferably sleep or para on them. confusion if you can. then try to stall them out.

Other option is to lead the whole battle with something that can endlessly outlast his first mon; while you set up to max stats with boosting moves.

with just pure dmg you will not get through that gym.

4. Is there a way to unlock the whole pokedex without having to catch and combine everything?

5. Is there a way to have unlimited splicers, reversers, etc.?

6. Is there a way to have the randomizer not just rotate the pokemon? So have every route have new pokemon instead of just replacing each pokemon individually, I am tired of seeing the same pokemon in multiple routes.

7. I have a pokemon with a certain ability I like, when I un-splice the pokemon so I can splice it with another, sometimes it loses the ability, how do I prevent that?

It's my second time challenging the E4 on Hard Remix with 3v3 battles (in case that means anything)

Hey @dreamy coral! Are you having trouble with the Pokéradar? You get it from the scientist in Cerulean City's Pokécenter. She gives you the Exp share as a quest reward there, and then will go to Route 24, where she will give you the radar.
When using it, make sure you have a repel active, or else you may only get regular encounters.
