Head back out and talk to Brock, he will give Rock Smash! You can also get its replacement item, the Pickaxe, in Vermillion, in a green item ball behind the hotel and several Rock Smash rocks (see image above). (only once you have the HM already.)

i know people want the game to be played correctly but that seems like a huge oversite as a game that is made by poke fans for poke fans to not have an easy access to a debug mode or a creative mode for things like unlimited pokeballs and dna fusers and instead make them spend hours to catch almost 500 pokemon. Just feels like a roadblock to fun which is the point of a game
