that's just normally accompanied by a run away sound when you enter the forest

Walk back to where it's supposed to be and then leave the forest without flying.
The game never realized you left the radius where it runs away so it's fleeing instantly

Hey @sly pike! Are you having trouble finding the entrance to Mt. Ember? Talk to Team Rocket outside of Cinnabar Island's Ferry Dock. Follow them inside and they will steal the boat. You will need to use surf through the currents in the Offshore Road to get to Mt. Ember.
