Hey @mental pollen! Are you having trouble with the Pokéradar? You get it from the scientist in Cerulean City's Pokécenter. She gives you the Exp share as a quest reward there, and then will go to Route 24, where she will give you the radar.
When using it, make sure you have a repel active, or else you may only get regular encounters.

The water tiles toggle when you step on them. Make them all match.
You'll go to a different place depending on if they're all water or all ground, and you can change your mind if you come back before you commit to your decision.
Either path will get you a cresellia at the end.
