Found the issue. It's a bug. Apparently Regice/Meloetta sprites indexed are currently 448.466, 448.466b-d. There's no 'a'
The way the game tries to auto download sprites is that it tries to download the sprites alphabetically, and since 'a' isn't indexed, it breaks off there, and doesn't download the sprites. Thanks for finding this

If you're getting the "missing Game.ini" error, your game is not finding its necessary folders for some reason. Here's a list of things that may fix the issue:

2. Make sure the game.exe file is in the folder with everything else. You might've moved it while trying to make a shortcut or something.

I saw a couple posts about this same issue, but I also have this issue: I did not interact with the team rocket grunts south of Cinnabar at the harbor until postgame, and they stole the boat, but I have already beaten Mt.Ember so now the boat has vanished and I can't seem to find a way to restore it. I tried fighting Gold to bring it back, but am unsure if there's other steps I could take; I'm unable to access Birth Island.

I'm not sure if this is a bug or what, but I can't seem to get the TMs to randomize on my randomizer run

I've reshuffled their positions multiple times, but so far every single TM, both given and just lying on the ground has been the same as vanilla

At first I thought it was just for the given TMs, but Venoshock has been in the exact same place at the entrance of Mt Moon every single time I've attempted to reshuffle the TMs

ther should be an option at the start of the game only. if i remember correctly such stuff is usually not doable after the start of the game.

The Fix guy in the Pokemon center lets you change the randomizer options and reshuffle the stuff mid-run

Hey @narrow cave! Are you having trouble with the Pokéradar? You get it from the scientist in Cerulean City's Pokécenter. She gives you the Exp share as a quest reward there, and then will go to Route 24, where she will give you the radar.
When using it, make sure you have a repel active, or else you may only get regular encounters.
