Hey @crude jay! Are you looking for Cut? The Cut HM is given to you by the captain of the S.S Anne! You can get an S.S Anne ticket from Bill at the end of Cerulean Cape, which is north of Cerulean. You'll then find the key to the Captain's cabin on the deck of the S.S Anne. You can also get its replacement item, the Shears, on the east path of Route 2 (only once you have the HM already). You can use Cut to access it from the west path of Route 2, or take Diglett's cave from Vermillion City to get to it!

Hey! Are you having a hard time getting into the Secret Forest or Viridian River, or are you looking for ||Mew or extra starters||? After getting to Celadon, you can enter it from Route 16!

And for the person you answered, yes, you unlock Saffron after beating Giovanni in Celadon

Basically you could catch a pokemon with a 31 IV in HP
then choose a pokemon you want to boost
Use a Super Splicer to fuse the pokemon into the body of which you want the pokemons IVs to heighten (If you want Deoxys to have higher IV's, then have it as the body)
and Unfuse with a DNA Splicer, which will result in the pokemon that you choose to have higher HP Iv, while the sacrificial pokemon having random ivs

you could also stack this so yes, its much more easier to get perfect IVs in this game rather then constant breeding

Hey @gritty shard! Are you looking for Surf? The Surf HM can be found in Fuschia City's Safari Zone, Area 4! You can follow the path in the image above to get to a house. In there, a scientist will give you the Surf HM!
You can also get its replacement item, the Surfboard, on Route 19, after getting 6 badges (and have the HM already).
