Hey @lean oak! Are you looking for Cut? The Cut HM is given to you by the captain of the S.S Anne! You can get an S.S Anne ticket from Bill at the end of Cerulean Cape, which is north of Cerulean. You'll then find the key to the Captain's cabin on the deck of the S.S Anne. You can also get its replacement item, the Shears, on the east path of Route 2 (only once you have the HM already). You can use Cut to access it from the west path of Route 2, or take Diglett's cave from Vermillion City to get to it!

it was never hard just more grindy, i battled near every trainer in gens 2-4 and still fell short like 10 levels of the lowest e4 member and didnt feel like grinding xp off of pokemon on victory road for how little they give, gen 5 was only hard because you're unlikely to have a full team of fully evo'd pokemon

Hey @woeful moon! Are you having trouble with the Pokéradar? You get it from the scientist in Cerulean City's Pokécenter. She gives you the Exp share as a quest reward there, and then will go to Route 24, where she will give you the radar.
When using it, make sure you have a repel active, or else you may only get regular encounters.
