Why a 3800x for gaming
The ram isn't great, that motherboard has bad vrms and would not be good with the 3800x, and the ssd is a bit overpriced
And the case looks like it has poor airflow
Its hard to come to a good conclusion with that budget
could get a 5600x for a similar price to that 3800x
and a better motherboard for that price too
My point was that those parts are not good choices for the prices and what the purpose is

I would take it in a heart beat. She might not be the best out there right now, but a little loving (and of course some money) you can add a lot of performance. First thing to find out is if there is a PCI-E slot, so that a graphics card can be added in the future. If it can, then you're on the right track for a very upgradeable system. Now you mentioned that is has an Intel i5 650. This same motherboard should be able to plug and play with a i7-870 off of eBay. This should net you roughly 40% more processing power for less than $30USD. Be sure that if you upgrade your processor, you upgrade cooling as well to tame the 95 Watts of thermal energy this processor will make. RAM should be an easy upgrade as well, just be sure you buy DDR3, and the i5-650 nor i7-870 will support more than 16Gb of RAM so don't bother. Other than that, before you add a graphics card, make sure your power supply can handle the extra watts. And that's pretty much all the advice I can give.
Also my brain completely discarded the fact that you said it had an ATI Radeon HD 5570. This is good, since it means you have a slot for a better graphics card. For your use case, I would probably recommend a 1050, if it is a low profile case, you may have to purchase a low profile card. Basically if you have any further questions, about upgrading, I'm sure I could help you with ideas and part lists.

in terms of i7s I recently upgraded a PC from a 4th gen because it was getting sluggish for everyday use. Worked just fine for games released 10-15 years ago (Civilizations, NFS Underground 2, etc) back when that processor was considered decent but for new stuff it would struggle on even medium-low settings.
If you're going to upgrade at all try and go for at least 7th-8th gen or newer, they're still not perfect for new stuff but they'll certainly run. I run 9th gen on my current rig and it's just fine for pretty much everything, mind you I don't play the newest stuff but I can still run heavier titles like the MCC at 1080p on High or Ultra (I never bothered with 4k screens).
what you need to ask yourself is whether or not the case, hard drive and (maybe) power supply are worth €80 to you, because chances are if you upgrade you'll pretty much be replacing everything else. GPU might hold out for a while but it's old enough you'll be wanting a new one pretty quick.
I did a quick check on a benchmark for the i7-870 on GTAV. You have to realize GTAV came out in September of 2013 and was meant to be played on the XBox360. With that said, the i7-870 totally kills the benchmark and with the benchmarkers 780ti on the test bench he was able to get a solid 75-80 FPS. Nothing ground breaking, but for a few hundred bucks, being able to get into pc gaming at all with the market right now is pretty compelling.
I get what you're saying about going with a newer gen CPU and this makes sense except for the part about holding off on the GPU. The integrated graphics (VEGA 11) on the Ryzen 3400G outperform the Radeon HD 5570 by an astounding 298%!! So if LCN was to get a new CPU AND Motherboard, he may as well get an AM4 board that is Gen 3 compatible and play on integrated graphics. Just leave out the GPU entirely until the market, or the wallet, are feeling a little better. ( no offense on the wallet thing, all of our wallets hurt from the gpu crisis )
Which by the way, I do have experience playing many games on an APU (Ryzen 3400G) and it is a fairly cheap way to get into PC Gaming. More demanding titles like Rust, I had to scale down to 720x1280 in order to get 40 FPS, but things like GTAV and Roblox should be easy easy
I meant that the GPU would work for gaming for a while, not that they should hold off on getting one. But I agree, integrated graphics on a newer cpu would probably outdo it pretty easily

Well I think no doubt if @mortal crown is looking for the absolute best price to performance, Buying the PC, a 30$ CPU, thermal paste, and a better cooler, is something capable of mild gaming and coding, for pretty dang cheap. I'd go for it.

Building a pc with amd ryzen 5700G (integrated gpu) + gtx 1070
On which output should I plug my monitor?
Motherboard's or GPU? (it's actually working on motherboard and does not work on GPU, just want to make sure GPU output can go through hdmi motherboard)
if you have a dedicated gpu use the hmi plug on the gpu
how to make it work then?
When I plug on the 1070, nothing comes on screen.

what mb do you hjave and are you sure the pci port is working
It's a b550 mpg edge wifi from MSI
if your mb has another pci slot try that one and see if it isn't the pci slot that failed
if that isn't the case you can try disableling the integhared gpu but normally that shouldn't be the issue , mine worked just finez without disabling integrated gpu

okay just lmk bc disabling the integrated graphics might make it so nothing gives out resulting in having to reset you cmos battery

@sage nexus haven't try yet, tomorrow I'll try with an other monitor and if still not working, going for a pci slot swap

I think you're overestimating the speed needed for streaming. YouTube recommends 9 Mbps maximum for 1080p60.
I mean for normal streaming sure, if you do some kind of remote play with few players u need more
plus if u r someone like me that uploads a lot of files or streams multiple things either for work or hobby then that's not enough
tho I agree for most ppl 40Mbps is enough

It's pretty normal, at least here in Denmark. Most people don't use upload all that much anyway so I guess it's a way to keep the prices down
