If a normal optical cable doesn't work then it's an issue with the DAC or your output device, not the cable. If it does then you just have a bum cable.

Honestly not really - 64 gigs is nothing, most phones have twice that. 4gb of ram means you will struggle to run chrome effectively, CPU will also because redundant very quickly. But its your money and your choice.
