Personally I would say it's quite possibly (not confirmed tho so don't take my word for it) it wasn't fully his own body and his body was still in process of “healing” and becoming his own or since Dio loves to think of himself on top of everyone else it could be because of he believed that his stand the World was the ultimate stand with the ultimate ability that there was no need for him to use those abilities (but that's just my personal opinion and thoughts on those matters)
