Ok so let's take an example, lets take jotaro, who can stop time for 3 second, and then let's take dio who can stop time for 10 seconds, so lets assume they stop time at the same time, for the first three seconds, everything will be normal for jotaro and dio, but after the 3 seconds are over, we can see that jotaro can no longer move, but can still feel the time stop, but dio can still continue for the rest of the 7 seconds, this is also done several times during their fight as well. And the person who's time stop has run out can still see whatever is going on, for reasons that I don't know.
