Jotaro grows stronger throughout the fight. At first, he is clearly slightly below Dio in speed and power. Then, later, Jotaro bullies Dio, beating him before he can even pull out his stand. Then we get a powerup from Dio and we see that Jotaro actually seems to still surpass him in power though perhaps not speed anymore. And then we get this final clash with Jotaro just demolishing Dio. Why do you think that Dio would win a war of attrition if that hasn't been working for him so far? The entire reason Dio didn't just walk up to Jotaro and punch him(and did shit like throw knives or entire vehicles)was because he knew he was physically weaker than Jotaro.
