No they’re literally not, at the end of part 1 during the boat fight, Jonathan used all of his Hamon after having his windpipe cut by Dio’s Space Ripper Stingy Eyes, therefore he could not breathe, leaving his body completely empty of Hamon. The reason DIO didn’t use his Vampiric powers are as follows, one, he was too confident in The World, and two, Vampiric Powers like SRSE use life energy that DIO needed to completely fuse with Jonathan. Also, Straits only needed to use the Hamon breathing technique in order to kill himself, yes you can deactivate Hamon, but if there is a decent amount Hamon in a vampire’s bloodstream it would likely kill them/majorly harm them regardless of usage. I will also ask that you refrain from being condescending when you yourself refuse to collect sources.
