Dio can maul Kars to the point of much or wack his head off. As it seems if you destroy the head of a vampire/or a creature of that sort they do regenerate but not as efficiently as Zombies wander ammelsly and flesh slowly comes back together. But in stopped time he can’t regenerate.
So Dio couldn’t essentially turn him to mish and erase the rest with his stingy eyes or dispose of them in stopped time
Another thing he can do is throw Kars up into space (a bit out there but possible) Star platinum was able to launch Alesi who knows how far, and in stopped time there is no gravity so in theory Dio can launch Kars into space (like I said it’s a bit out there)
Now even if what I said here was all wrong Kars couldn’t even touch Dio, as Dio can keep time stopping and stand jumping far away
