The opposition between humans and rock humans is very apparent. It is a matter of fact that rock humans just have no chance with mingling with humans, and it is even sadder when you consider how terrible their upbringing it guaranteed to be. So what makes Josuke so special is how similar he actually is to how Rock Humans are born. Similar in the sense that they are two sides of the same coin- it almost looks like Josuke was specifically made as an opposition against the rock humans.
Josuke had the following happen to him: Rose from the ground- naked, born from love and a miracle (Josefumi's sacrifice for Kira and Holly), and relies on an outside source to nurture and provide for him (Yasuho and the Higashikatas)
Then Tooru, who represents all rock humans: Rose from the ground (based), born from neglect and abandonment (Rock Mothers dump their child in a forest), and relies on an outside source to nurture and provide for him ( essentially being a parasite to unsuspecting wasps)

That's Tooru with Wonder of U, he doesn't have to involve himself with all the trouble and generally stays away from it
Sadly that means we see more of the Stand talking to the protag instead of the user itself which is a shame

It sounds almost whimsical right? He tells Yasuho about them while she's about to die. Why? He already believes he's the greatest rock human to ever be. He already believes he is untouchable and about to tap into potential greatness, so he's ready to leave behind all of those childish dreams. Tooru loves cherishing moments so much he tried to keep Yasuho around for as long as he could. She reminded him of those dreams and gave him fantastic memories. But once she got in the way and his plan was coming into fruition, it was time to let her go, make her into a memory, and leave the chance of them ever being together a dream.
