Since WoU’s ability isn’t to create calamities, it’s to manipulate existing calamity energy to protect tooru

So he doesn’t know how a calamity will form before it does

But he does know a calamity will form

I know people say Tooru is poorly written, but he actually has a few subtle themes across his character

He’s clearly very focused on the “systems” that govern existence, shown by how he breaks down the value of experiences as “dreams and memories”

And the reason he’s so surprised by Go Beyond isn’t just because he was attacked, it’s because Go Beyond breaks his chain of logic that he bases his actions on

He then tried to exploit the logic of the new rokakaka by eating the last fruit but was foiled when Kaato does something that goes against the “logic” of his world

Favoring her child over her own safety and destroying the new rokakaka in the process

The things that can “Go Beyond” the logic of this world are the connections and relationships with others

I disagree, because the reason why Josuke won with go beyond was because first of all, miracles can occur created by bonds between you and your loved ones. A huge theme in jojolion is motherhood and the bond between Gappy and his mother allowed to give him the strength necessary to exist himself. Now here’s the thing, Tooru by expirementing on holly indirectly “created” Josuke which shows that the cycle of karma is affecting Tooru as since he did something negative in the world, it would give Josuke the necessary ability to ultimately defeat him. The point being, you can’t escape the karma that is due to you.

These are just my thoughts, feel free to comment
