Heavy doesn't strictly tie it to be a dps weapon, neither does it being a linear. Making every exotic linear a special weapon won't make it any more viable is the thing. If the catalyst would give a damage increase and additional charge time when focusing the same enemy as marked by turret it would have been much better but it's easier to lazily slap a legendary perk on a gun
