so you used to be able to focus different thing. in tier 2 you could choose what armor piece you wanted but in tier 3 you could get random pieces with at least 10 of x stat, if you paired that with the ghost mod that gives you another guaranteed 10 or more that meant that you would have a high chance of getting major spikes in the 2 selected like this helmet
