Ability stats mods increase the corresponding stat by 5-10. The higher the stat number, the faster it'll recharge and/or do more damage up until 200.
Stats mods don't have diminishing return but Font mods do. 1 font mod increase the stat by +20, 2 fonts increase to +40, and 3 fonts increase to +50 when you have armor charge.

if you're looking for dps weapons most exotic heavies arent all that good, wolfsbane/leviathan's breath or whisper/parasite are the only easy to get exotics that are like immediately worth having around for that purpose

It's a random drop from Exotic Engrams, but you can also pick it up from the chest in the room beside Shaw Han. It's one of the first exotics new players get these days.
If by "goddsie" you mean god roll, it doesn't have one. It's not random rolled or craftable.

youd have to do the activity at advanced and higher difficulty, it will not get this quest completed
ideally, youd do a solo ops activity with a focused reward at advanced at higher, but since i dont think theres any solo ops activities that are dropping focused loot besides quickplay, youre gonna have to do the objective and the quest separately

i recommend ember of singeing (class ability recharges faster when scorching enemies) and ember of benevolence (applying resto, cure, radiant to allies increases grenade, melee, and class ability regen)
