as far as old gear - no they did not sunset anything, armor 3.0 armor does hit higher stat totals and has set bonuses so you will probably replace most of it, tiered wepaons mean nothing and your old weapons aren't 'useless' unless there is an actual replacement in the new gear which is how things always worked

and you can get anything you want from any old season pass now if you owned it

It's hard to test though because you can only drop something once

It's RNG. No, the game is not bugged for you, or broken, it's simply bad luck.
