You could try to disable the github program and see what happens. Are the friends you're trying to play with also in Russia? Is this happening with any other games?

Assuming you've changed nothing on your end, it could be a change to the network that's outside of your control. You could try setting a manual DNS to see if that helps, or you could try using a VPN if there is some country-wide restriction.

You can also only earn the most recent Exotics by completing the EoF campaign on Legendary or doing The Sieve on Kepler. Finally, you can unlock a fair chunk of Exotics just by using the normal decryption until you start getting duplicates
