The only questionable part of your scenario is the solstice stuff. I can't guarantee they'll still be as powerful as you're saying, but as I said in the original answer it's account-wide, so "at-level" gear for any character will be based on the 326 4/8. If/when your Titan gets gear that's higher in the highest-in-slot stuff you have already, that'll boost your account-wide power further. If you use DIM, the power listed on the Vault is the power all drops are based around.

Vex Strike Force

Vex Strike Force is a special public event on Neomuna that is guaranteed to drop an exotic on successful completion. Despite being on Neomuna, it does not require Lightfall to get rewards. The exotic loot pool is determined by what DLC you own (and includes LLS exotics). Unacquired exotics (only those released before The Final Shape) that you have access to are guaranteed to drop before duplicates.

When does it happen?

It's random. There's a discord server that runs a bot that'll alert you when one is coming and help you group up with other players to work on it. It's a difficult activity to solo so it's useful to have a big group.

If you are a solo player, keep in mind it is better to load into the Liming Harbor even if the VSF is in a different area as it is more likely you'll join instances with other people.

Note: VSF won't happen when Terminal Overload is active in the same spot.

Dares of Eternity. The Other Half is very rare so it only takes 1 pattern to unlock and it's guaranteed to drop with a pattern. So that way you can craft you EE roll.

Nothing that's that good, but Shuro Chi in Last WIsh or the thrall pit in The Whisper are good farms. There's also an early encounter in Breakneck from Lightfall if you need banners (which is where Shuro Chi is more effective than the the thrall pit) but don't want to burn raid banners

I previously got the sword from Dares of Eternity but dismantled it because it didn’t have Eager Edge. How can I craft it now? I’m new to the game, so I’m not sure how this works.

Well, if you got it before you unlocked crafting it might not have dropped red border. Check the Patterns & Catalysts section of the Collections tab. If says 1/1 you're good to go to The Enclave via Savathun's Throne World to craft it there.

If you're able to load into The Enclave (again, via Savathun's Throne World's map) and the relic says Inactive (or if you're not able to load into The Enclave at all) then you need to do the introductory missions for The Witch Queen (which are free, if you don't own WQ) to get quests that'll get you access to crafting. Then you go back to farming Dares of Eternity.
