i think originally it was because they started making more dungeons (1 a year before witch queen but 2 a year after which is also when the keys started) so if they were packaged with the dlc then the dlc would've cost more or something, which for anyone who didn't play dungeons would suck

also i think since theyre tied to the destiny account instead of a dlc tied to a platform they work with cross-save unlike the actual dlc's
