It's RNG. No, the game is not bugged for you, or broken, it's simply bad luck.

• Bungie does not publish drop rates.
• We don't know how many estimated runs it will take for a specific item to drop.
• We do not know how much drop-rate-boosting triumphs contribute either, since we don't know the base drop rate.
• Runs are all separate environments. A 1/3 chance does not mean you get the loot you want one out of three times, it just means there is that percentage of chance whenever you run the activity that you get said loot.
• Perks are not weighted. All weapons drop with their perks at the same rate.

Did more digging, assuming light.gg keeps their database updated, Ada-1 does not have Dead Zone Foliage in her rotation. I haven't been able to find the TWAB confirming the vendor changes, but I don't believe Devrim sells it anymore or even has a rotation. I can't find any info from players talking about earning DZF that's less than 11 months old, including your thread haha.

There is a very slight chance you might get it from random chests in the EDZ, but I can't find any recent evidence that it will drop. Most discussions I've found were likely interacting with an older system where it did drop.

Your best chance, in my opinion, is to buy and dismantle the armor he sells. Sometimes dismantling armor/weapons will drop their default shader if you don't already have it. Again, I have no evidence to confirm this, but most other avenues seem to be dead ends. On the bright side, you don't really have to grind for it since it only costs glimmer. Just do whatever else you want in the game and when you hit the glimmer cap, buy/dismantle as much armor as possible.

If you're trying to slip you're spinning the wrong way, and you're supposed to be doing dodges at the right time to keep yourself in the air

If you're just trying to sparrow fly you're supposed to spawn your sparrow in the air then spin and dodge your way up, you're having to recoup lost height if you drive off a cliff lol
