You could rollback the save but that may be difficult to judge when you did the choices

If you want to try this method back up your saves first

Aside from the PK Crossbow being the only exclusive reward you get from the city alignment, it all comes down to which faction you prefer to support and your gamplay style.
Supporting PKs gives you more combat opportunities with traps being more present in the city whereas supporting survivor's give you more parkouring opportunities.
The PK also have metal fortress esthetics for their bases where survivor's have more rundown built from scrap looks.
I gave all zones to survivor's on my first run and all pks on my 2nd just to get the crossbow.

Its only recommended to to rollback as a last resort if your save file has been corrupted or your game glitches out.

If it's a water tower then it's bugged if it's vnc tower i don't think you can activate it at all. You have the lobby safe zone and mid safe zone. The thing you see in it like that little church is just what it is and stuff,it dosen't turn green

Hakon Crossbow (4 bolts mag, full automatic) from the bundle is way better than the PK crossbow, and with that bundle, you get the fire bolts blueprint as well.
The rest of the elemental bolt blueprints you can get only as the 4th PK district control perk, so in the first playtrough I'd suggest doing at least 4 of 7 PK districts (better if u do full 7 coz of ultimate district perks) just to get that free PK crossbow and elemental bolts blueprint pack.
In NG +, I'd suggest full survivors' districts control because of the" Survivor Respawn" perk (4th survivor perk). Giving control of all 7 districts to survivors for the wider Villedor area covered by "Survivor Respaawn" and the rest of the survivor perks

"Survivor, Respawn" saves your XP and legend points if sht happens, and it will happen a lot in NG+
