Standalone DLC is when you will not need to own the original game to use the new content.

This is "DLC2 Evolved" meaning its the story point used for DLC2 but their scoped expanded to the point of just doing another game.
It is not DL3, and a different viewpoint immediately after DL2s occurances.

Fair, while I can see some people being pissed with where Aiden’s story was left, I think might be for the best. It’d be a bit of a let down in my opinion, but it’s still preferable to the alternative I’ve seen floated around. (Aiden being the villain/beast as a plot twist.)

When I click my ultimate edition, it goes to empty steam store page, means like the ultimate edition is not available . But when i manually searched dying light 2 and under dlc ultimate edition "upgrade", it doesn't have the tag "in my library"

And if you look right here back on this official content chart for each version from back then it shows that you will be getting dlc 1 and dlc 2 if you have bought the ultimate edition.
