GH won't fire an event for that, but what you can do is have an action on master, which will get all open PRs with target branch set to current branch, and then use repository-dispatch action to trigger the action: https://github.com/peter-evans/repository-dispatch
So you push to master, it triggers action which gets all PRs to master and manually triggers the actions on PRs.
