OpenSSL 3 exists, node is a popular thing, node exposes OpenSSL as a part of its ABI, node 18 is the first LTS version that will have OpenSSL 3, node 18 LTS isn't until October 2022
But Fedora, Debian, and Ubuntu are trying to eject OpenSSL 1.x from their repos in the next few months

And so they either need to make OpenSSL 1.x parallel installable so node can keep using it, make an exception to their packaging rules and allow node to use the bundled OpenSSL, remove node from their repos, or wait until after Oct 2022 to upgrade OpenSSL

They're trying really hard to avoid having 1.x parallel installable since there are licensing issues they're just kind of pretending don't exist and it would be nice if that could all just go away
