dav1d can do it in software efficiently enough an iPhone 4 could probably handle 720p content

On a modern iPhone it could probably do 1080p efficiently enough that while battery life would still be impacted it wouldn't be as bad as gaming
Snapdragon 410 could almost do 1080p (looks like it does about 19-28 fps, would work for some scenes but yikes) while for 720p it should at least handle 24 and 30 fps content and the Snapdragon 835 could do 1080p 60 fps content
Of course that's with all the big cores running so battery life would probably be not super great
Pretty sure that means iPhone could handle 1080p 60 fps on their little cores though so yeah, could probably still do like 8 hours of video 😛
iirc Netflix uses AV1 with a software implementation for those little preview clips you see when you're on the menu

I switched from them this year, all the weird issues went away, they overload their switches and sometimes you get performance issues because of it
It's still good budget ddos attack protection, but their network is terrible
I have some apps for work that I host on ovh and users complain from time to time about how bad it is during certain times of the day.
