What I do is use free B2 account, upload plugins to there with name/sha256.jar format and every server has a simple yaml file that defines what plugins and in which version should be used.
My workflow is:
Download newest version of plugins (with mineager)
Upload them to B2
Update each server jars.yaml with downloaded versions
Staging pulls the new plugins, I test everything.
If it's fine, push commit with new jars.yaml to prod
If you only have 1 server or they'll always have the same version etc, you can do it much easier by using stage/prod folders and only keeping the latest version of the plugin there.

With release of 1.18 I plan to make all server config public, which will include those scripts. They are not as user-friendly as I'd like (mostly missing commands which execute multiple commands in sequence for usual tasks).
Waiting for 1.18 only because we reset then, and I'm not sure if I'd leak some seed or something in the old commits.
But hey, even wrote some tests for things like module that let's me keep configs without secrets in repo, and then puts them in configs before starting up (and reverts that after shutdown, so that I can commit config changes that plugins made).
