I'm trying to run Minecraft on windows server 2019, and when i start it says i don't have OpenGL, i then downloaded opengl and put it in the correct path, but it still didn't start up.

Now i tested running tlauncher with it, and it did open minecraft.. how can i run official mc even though i do have opengl.dll file already there?

tlauncher works, but not official mc, and if i remove the opengll file tlauncher stops working with the same error

What's the reason why, when there are valid PRs with patches that work around some issues, Paper prefers to leave them dangling for months because "there's a proper fix somewhere"? Why not merge workaround, assuming it has no downsides, and then later remove it once root cause is found?
